Is the 2009 corvette zr1 the best performance for the price on the planet?

It is as fast as the ferrari enzo & i just saw a used 03 enzo on ebay for a million bucks. The zr1 is just over 100,000

That's still a lot of money for most people.

Best bang for the buck in my opinion is the Chevy Cobalt SS/TC.
About 20k and can do about 160mph and run just above 5 seconds in the 0-60.

I really don't think there is any contest at all. The ZR-1 is faster than anything below a half million or so. As far as performance, nothing even comes close to it for the money, save the ZO-6 which was about half as much, but fell short in a number of areas. And people say american cars can't compete.

Yes, the ZR1 is the best bang for the buck when talking about supercars.
