I have a 2007 Chevy Avalanche 4x4 LS and I'm having trouble with it starting.?

I put new spark plugs in it, put a higher grade of gasoline in it but it still acts like its carborated. The motor will turn over and sometimes start. other times it will just turn over and ill have to turn the key off and on again and even then it still turns over for a few seconds and then will start. no loss of power, the check engine light is not on. i have no idea to look for. if theres any other information anyone may need to know about it let me know. im stumped.
 
I have the same truck/yr and have taken to the dealer last week for what sounds like the same issue. On the first try in the shop they told me the fuel pump test was good and they cleaned out the throttle body and said that fixed it--NOT. Second attempt in shop I asked them to perform what is called a "Standing Pressure fuel pump test" (my friends a mechanic but can't do ext warranty work) The test failed and they have to replace the fuel pump -500-600 bucks but I have a 100 deductible.

Basically the fuel pump is supposed to have pressure ready at all times when you turn the key. What is happening is when I turn the key once and it doesn't start it primes the pump so on the next key turn it starts.
