how to remove the entire fuse relay panel on my 1997 chevy malibu?

Trying to figure out blower motor issues, everything, I mean everything is either new part or checked fuses and relays, all good, I get no voltage on high setting at purple wire from blower motor, I get ground there, but I dont know How to remove the fuse relay panel so i can check out the connection wires that go into the panel from underneath

Could be a fusable link in the wire somewhere too.
