Good idea to put a performance chip in a Chevy Cobalt?

I've got a 2008 Cobalt LS (2-door, manual transmission) which I am looking into adding performance parts to. I've heard a chip can add a noticeable gain to horsepower and acceleration, and was wondering if this is true? The second doesn't look like much, I think it's likely a scam, but I did see another chip listed somewhere for around $50 that claimed 8% horsepower gains in my model of car. Are there any inexpensive, easy to self-install chips out there?
"cobalts use programmers not chips" - so the $380 programmer would be my only option? Does something like this just plug in and run its software, or do you need to keep it plugged in all the time? Can it ruin the car?
