Fueling Problem

I gas this Avalance in CA. The nozzle clicks off several times during the fill-up. It will not continue filling until the tank is full. I've tried several things like holding the lever at very slow fill speed. That didn't work. I've resorted to rolling a paper towel creating a wedge so the nozzle doesn't seal. That doesn't work. It acts like the tank venting system is plugged. This happens at all stations and extends the filling time and is very frustrating.

You mentioned the cause, the evap system venting is clogged with dirt or something else, have seen insect nest. You should find the canister and it's hoses near the tank.
