Front Shock replacement on 2002 4x4 Silverado

I am in the middle of changing my front shocks on my 2002 Silverado 4X4. While taking the old font shock off(I assume it was a Bilstein), I noticed that between the two bushings is a metal sleeve. I purchased Monroe Reflex shocks as a replacement, and the bushings that they have will not allow this sleeve to slide in. Can I get by without the sleeve? Any suggestions would be greatly appreciated.
