e vap on chevy hhr code detected?

okay i had a check engine light so i got the code saying e vap so i checked the gas cap it was okay but that peice beyond the gas cap the springy like plate that ya push in when fueling the car was gone is that my evap problem did some punk syphere my gas and cause this

Your charcoal canister might need purged, and it's also a possibility your gas cap is not sealing properly..
