Cooling and possible compressor issue 1990 suburban

My 90 burb at in town speeds so say up to 55 blows ice cold but after about 15min maybe less at 75-80 it blows cool ish air. On Monday when I got home about a 15min drive at 80 the front of the compressor was so hot I'm surprised it wasn't glowing red. I know that's not good. It's at the same shop who replaced the compressor 2 yrs ago when the original seized and I was told it wasn't working properly because the belt was partially off the idler pulley. I find that hard to believe because I drove it to work on Monday and Sunday I drove 100 mile round trip and only issue was at highway speeds it only blowing coolish air. The tech said he swapped the idler pulley on the tensioner with the other idler pulley. I've had issues since the orig compressor seized. Help
 
Why did he swap instead of replace with a new one?
Have you driven the vehicle since they swapped pulleys?

No I haven't driven it yet. The tech kinda explained why he did but It doesn't make sense to me. Mainly because he said the belt was partially off the idler pulley which is bs because I drove it there and had driven it to work on Monday and Sunday to go dirtbiking. My main issue is it only blowing cool ish air at hwy speed 75-80 and ice cold around 45 and the front of the compressor/clutch waa so hot on Monday when I got home I'm surprised it wasn't glowing red.
 
Did they use gauges to check the system pressure?

I was told they did when it was in for the same issue 2 weeks or so ago when they replaced the compressor for the 3rd fing time. Was told per gauges that pressures were good and had proper amount or refrigerant. When the original compressor seized 2 yrs ago i should have had everything replaced lines condenser etc per 3 other shops I talked to here, but current shop didn't even suggest that hell they did mention even flushing the system either.

Yep once current one has it hopefully fixed on Monday I'm done with them. The current compressor seized in the shop yesterday lol. Mt dad an automotive ac engineer is pretty sure the dipshits didn't put oil in the compressor. Current compressor was put in 2 weeks ago
