There is 110V in the bed but only works when the truck is running, which makes no sense. Is there a way to always make that plug hot? I generally use it for my electric cooler.

It doesn't work with the accessory on. The truck needs to be running. There is supposed to be a way with moving one of the fuses around, but can't find an explanation.

If this is a factory setup, ask your dealer.
 
Zora. The videos I have seen say this was by design by Chevy
I found the video by a dealer. In past versions the 50 amp fuse could be moved. The current vehicle has no second spot to insert the fuse to enable the function.
 
Did you read page 101 of the manual that refers to a button needing to be pressed?

Yes, that is exactly what I found also. Probably the same video.
