2019 Impala will not start

I purchased on-line a 2019 Impala Premiere with 11,000 miles, that was supposed to be fixed after flood, the challenge is that it does not start every time, took it to a mechanic and they asked me to take it to the dealer, he mentioned it could be the body wiring harness needs to be replaced. “GM Body Wiring Harness 84395953”. Please see images of diagnosis. At this time, I cannot find anyone that is willing to fix it for me, any help or suggestions are highly appreciated. Thank you in advance.

The dealer told me it will need Body wiring harness replaced, they did not want to do it, I am checking with other Chevy dealers

That doesn't answer the question. Did anybody at the dealer work on the car or they just told you this without working on the car?
