Engine Cooling problem
2006 Chevy Cobalt 4 cyl Front Wheel Drive Manual 76000 miles

I recently replaced my thermostat thinking that was my overheating problem. Wrong. Brought it in to a mechanic when i lived in Maine and he found out the fan wasnt turning on because the shroud was melted to the fan and burned out the motor. So he replaced that at cost for me. The problem was fixed for the remaining 2 weeks i lived in Maine. I just recently moved out to California and had my car shipped out on a transport truck. When it finally got here after 3 weeks of waiting i was excited to go cruise around the california country side. Well thats a problem now since my car still over heats. Living in the Palmdale desert really heats up a vehicle. I dont know what else could be creating the overheating problem. I know my fan works, it turns on when i turn my A/C or just cool air. But if i dont have the air on in the car the fan wont turn on. The cars normal running temp is between 190 and 192. The second i get below 30 mph the car starts heating up and i have to crank the heat. Not much fun with the heat on in the desert!

The only thing i've been thinking is either my water pump or radiator is in need of replacing. Either that or my catalytic converter is plugged and cant exhaust properly. Any suggestions on how to go about troubleshooting this problem?
