2005 Silverado 1500, new battery, won't start

I replaced the battery in my truck today. Before I did it, I cleaned the positive terminal with a little baking soda/water being careful not to get it on anything else. When I go to crank it, it sounds like it's going to start but cuts off after a couple seconds. The dash lights come on, but the radio/cd player stays off and I can't roll the windows up or down. I was told to disconnect both terminals and hold them together for 30 seconds to do a hard reset, but that didn't work. I'm a woman who knows very little about trucks, so I would very much appreciate any suggestions y'all might have!
 
Did you have the old battery tested before replacing it?
Do you have a voltmeter to check the new battery?
