2002 chevy silverado low beam does not work?

own 2002 chevy silverado 1500 xt cab both low beams do not work. Fuses inside under the hood ok. relay OK also Replaced both bulbs still out. Voltage on both contact reads 12.87 shouldn't be one + one - check the high beams (they work) also both contact read 12.87
I'm Puzzle PLEASE HELP

well if its full power all the way to the socket then it HAS to be the bulbs. Try hooking the high beam PLUGS not bulbs from the high beam wire connection to the low beam power connection
