1999 Suburban Head Lights / swtich issue

Bought a 1999 Suburban 1500 8 cyl 4x2. Headlight problems. At 12 o'clock, headlights position no lights work at all. In the off position the running lights work as well as at the 11 O'clock positon. Brights do not work in any position. Switch maybe?

Assuming you checked fuses and bulbs the switch would be the next guess.
 
I have checked all the fuses, changed all the bulbs, replaced the headlight switch and still no lights except the parking lights when in the off position when engine is running and the parking light position.
Go to 12 o'clock (or what the manual calls "Master lighting symbol") when everything SHOULD be on, but NOTHING is except interior lights.

Have you considered taking it to a shop? Could be related to body control module.
 
Hoping to avoid that but may need to.
Thinking it may be turn signal / hi-low beam/multi-function , something I would not want to do myself either...
The low beam lights function as running lights at a reduced level but neither hi / lo beams work as a headlight in the headlight position.
