1999 Silverado 1500 stuck in 4HI

Thinking of by-passing the computer to shift from 4x4 to 4x2

I've replaced the following; Transfer Case, Transfer Case Control Module, Dash Control Switch and Front Axle Actuator.

Ran a continuity test on all wires connected to any part of the 4x4 control / shifting system.....One wire was broken and was replaced with a jumper being soldered in place. All wire are good on the test now.

Switch in the dash lights up on 4HI and if you hit 2HI the light blinks and both actuators attempt to shift and make a noise. The encoder try's first then the front axle then the encoder then the front axle..... All happens while the 2HI light is blinking, when it finishes this cycle the 4HI indicator light comes back on.

Tried rolling in and out of gear while switching from 4HI to 2HI moving both forward and in reverse.

No 4LO and no Neutral, but it does go into AUTO and one of the actuators changes what position it's in.

Help.
