1999 Chevy Malibu Front Brake Help?

Ok, we have a 1999 Chevy Malibu 2.4 L. I changed the brakes today (with some help) and the front right is making a squechling noise when the brakes are applied, even when sitting still. One thing I did notice while installing them is that one of the pads has a metal piece that sticks out (I assume this is the part that lets you know when your pads are low?) The other pad does not have it. Which side of the rotor should the pad with the (metal piece) be on? Inside or Outside, or does it matter? Before changing the pads we read the information in the manual, which states after changing the pads just pump the brakes and your good to go..Well we did that and still had to bleed them for them to work half-way properly. They still dont seem to "brake" completly, Even though they worked great before attempting to change them ...besides being worn. Any suggestions or help would be greatly appreciated.
