I have a 1995 Chevy silverado that has been off the road for a year now sitting in my barn. I put a new TBI engine in it and hooked up the wiring harness/fuel lines/coolant hoses. But as soon as i connected my battery the headlights and dash lights around the dimmer switch are on WITH-OUT the key in the ignition, and i noticed the fuel pump cycles on and off like when you turn the ignition in the on position(before you start). Also the horn does not work? im guessing the horn is just a bad ground on the freshly painted rad support. And LASTLY, when the key is in* the ignition and you try to start the engine; the BRAND NEW(and tested) starter wont spin. the solenoid engages the drive gear to the flywheel but starter motor wont even attempt to spin, (and no my engine isn't seized lol).
Could the head lights and fuel pump cycle be happening because of a faulty ignition switch?
