1991 Suburban Fuel issue (long)

Ok so this is gonna be long as to what I have done trying to chase down this issue.

My 91 suburban quit on me. It wouldn't run unless I poured fuel down the throttle body and then it would run rough and die out as soon as it ran it out. It would intermittently spray fuel and cut off.

I rebuilt the Throttle body, replaced the pressure regulator spring, and replaced the injectors. still same issue.

I started checking the Distributor and coil pickup and noticed it was corroded as was the coil. Changed entire distributor assembly and coil, and plugs and wires while I'm there. I was able to get it to run by pouring fuel down the TBI but it would not start up once I turned it off. I restarted it same way and ran rough as I played with the throttle I eventually got it to run smooth like it was new with the injectors pulsing fuel like it should but then once turned off it won't start at all. While the timing has not been set I know it is not out of timing enough to cause the issue I am having as it ran smoothly.

I noticed pump was not coming on; replaced fuel pump relay and fuel pump assembly, fuel filter and still no pump. I hooked pump straight up to another battery and tried to start. No fuel spray at all and no ignition. I disconnected the fuel line at the TBI to make sure the TBI was getting fuel. It was. I checked the harness connection going to the fuel pump for voltage with a multimeter and was getting about .6 volts I think. It wasn't much.

I checked all of the fuses under the dash that I thought it could be and they all are good. I do not know how to check the Fuel Pump Relay to see if it is getting power going to relay. At this point I have no idea what the issue could be; guessing ECM but just don't know.

Assuming everything I replaced is good with good wires that run to them what do I need to check next? And not being an electrical guy, how?

Assuming some of the wires are bad which ones do I need to check and how?

Ok so there it is. If you know what it could be I welcome the help and thanks in advance.
 
I dont have a 1991 manual to check the fuse box layout but is the fuel pump relay in the engine compartment box? if it is, are there other relays with the same number that you could switch them?

It does not have a panel box under the hood. The relay is on the firewall and is new.
I want to check power coming into the relay, not the relay itself.
