if the pulley is not locked up on the smog pump then all u have to do is crimp or plug/cap off a smog pump line going into your exhaust that cant be seen real easy, or just leave it alone aslong as the exhuast doesnt leak all the smog pump does is pump air into the exhaust system on cold start ups to prevent your 02 sensors from reading a rich condition in the exhaust, (rich means to much fuel) but it takes more fuel on a cold engine to run correctly.
