1977 Corvette rear control arm bolts frozen. How do you get them removed?

The shims are rusted and the car pulls. The alighnment shop says they need to be fred up to do the adjustment.
 
Find a new shop. A good mechanic should just get the job done, instead of whining and sending you home with an unaligned car.

A torch, some hammering, or a drill would get that bolt free in five minutes.
