07 Suburban Tensioner for A/C loose

I have a squeaking in my engine and i replaced the main belt but it still squeaks. I rechecked the engine and the tensioner closest to the passenger foglight is loose. A) how do i tighten it? and B) if I cannot tighten it, do you what the heck do I do??
