electrical issue

I drive a 2014 Silverado 1500 WT, and recently noticed my low beam headlights have stopped working. I still have daytime running lights and high beams. I also noticed a humming, like an electric motor/fan running, after I parked and turned off the ignition. I don't think I've heard that noise...

I purchased on-line a 2019 Impala Premiere with 11,000 miles, that was supposed to be fixed after flood, the challenge is that it does not start every time, took it to a mechanic and they asked me to take it to the dealer, he mentioned it could be the body wiring harness needs to be replaced...

Yesterday when I started my truck, the Check Engine light came on, and the DIC gave the "Service Stabilitrak" warning. As I drove down the road, the instrument panel (speed & tach) were bouncing around erratically, and the transmission wouldn't shift out of 1st gear. I turned off then back on...
