Default Help P0128

I have a 2016 Colorado 2.5 that keeps giving me the same P0128 code that engine temp is too cold.

I changed thermostat and sensor came included

I don't have issues with heater, blows fine and is hot when heater is on, I connect my scanner and my live data shows my water temp at 170 ten 174 on average.

Is that normal or too cold?

I changed Ect sensor on radiator, flushed coolant

Everything is new and I ran out of ideas.

Can anyone please help?

Temperature is too low should be minimum of 195 when fully warmed up.
Did you install a 195 thermostat?
Test the thermostat if possible in a pot of water slowly bringing it to boil. Thermostat should open at 195, use a cooking thermometer.
With the AC off are your engine fans off at the 174 temperature?
