Default What prevents manually gear-limiting Automatic Transmission in 2005 Chevy Malibu

Maxx? My 2005 Chevrolet Malibu Maxx has an automatic transmission. Gears shift okay when put into "D" (drive) or into "L" (low). When in "L" the "+/-" button on the side of a gear shifter supposed to allow me to limit how high the AT will shift. So if I put it into "2" then AT will not upshift beyond second gear.

Unfortunately, the "+/-" buttons no longer have any effect. When in "L" the instrument cluster displays "3" and won't shift manually into "2" or "1". The Automatic Transmission otherwise works allright, and shifts between all the gears when necessary.

This problem didn't occur all of a sudden. I begun experiencing at around 50,000 miles. Sometimes manual shifting worked sometimes it didn't. AT fluid was changed at around 75,000 miles, and didn't fix the problem.

I need to be able to manually shift the gears to have more control in extreme winter conditions.

What areas should I check in an effort to find the source of the problem? Perhaps someone seen a similar issue on other Chevrolet transmissions and help me out. Thanks!
A suggestion not to worry about a problem is not a solution to an issue. I drove in Rockies during snowstorms too. I also did plenty of winter road rallies to know how to to stay out or get myself out of a mess. I need to be able to select my first gear if I so desire, and if the car was build to do just such a thing.
