Default Theft system light steady on

I am having an issue with my daughters 99 cavalier, and I cannot find a way to fix it. The car has 95k miles on it and it died at the gas station one morning and then it started back up. When she got home I went out to start it, and the theft system light was on. Not flashing but a steady on. I tri d the 10, 30 minute restart and the light is still a steady on. Every now and then I can hear a click in the engine if I try to start it, but nothing after that. Any help will be greatly appreciated.

did you confirm that the battery is fully charged?
have you tried other keys if you have any?

The battery was hooked up to a battery charger for a week just to make sure it was fully charged. I have tried both sets of keys

did you ever test the battery with a voltmeter?
did you try replacing the ignition passlock key sensor?

What does the voltmeter need to read? And the keys we have don’t have a chip, and never needed them the whole year I drove the car before. Is that what you mean when you say passlock key sensor?

a fully charge battery is 12.75 volts.
you are the one stating the theft light is on which means the car is not reading the key as being correct for the vehicle. Below is one of many videos on bypassing the system
