Default Sway bar help 2004

I noticed that when i turned to the left the car seems to sway if i go a bit too fast. I did not have time to service it then yesterday i got a bolt in the tire that was making noise when i drove. i stopped saw the problem and when i got home removed tire, that's when i saw the sway bar hanging (bottom part was not hooked) Can i re-connect the old one? (it looks okay) if i get new one what tools will i need to connect? is it easy to connect? I don't have many tools or a lift or should i just get it serviced?

Look at the other end of the bar and see how it is attached. Now look again at the hanging end. You should have an idea now what is broken or missing. Since you have said you are short on tools, have someone else repair it. Just let them know in a nice way, that you have some knowledge of what needs to be fixed, or repaired. It should end up looking pretty much the same on both ends. Hope this helps you out. Good luck.
