I'm in Connecticut and have been using E10 in cars from the 60's and 70's for many years with no ill effect. There is no issue in using E10 in a 1986 vehicle. You can not use E15.

From the factory the vehicle came with a 195 thermostat so some of those low readings dont make sense. The normal operating range once warmed up is 195 to 225. At about 215 the fan or fans come on...

have you checked the fluid level?
even with only 40K miles the fluid is 16 years old. I would replace the filter and fluid, do not flush.
if that doesnt correct the issue the next thought would be...

In your picture I can only see the bottom of the spring where it connects to the frame. Can you post a picture of the top of the spring where it connects to the Z-bar?
