I found a california mobile phone by motorola in my 1990 camaro. How can i unlock it?

When i purchased my 1990 camaro a phone was hooked up to the car. Its a car phone but its says that its locked. Is there anyway that i can unlock it because it says locked and i can only use emergency calls. Thanks
