2004 Chevy aveo with defective seatbelts?

The seatbelts are defective in the rear and can't be used! There was a recall and a guide was placed on the seatbelts so that they wouldn't tangle and break , now the guide is broken too. I have complained for MONTHS at the dealership and directly to GM but they will not help. What can I do???

I suppose you can pay the dealership to fix the problem. Obviously, it's not covered by the recall. Dealerships get paid to do warranty work and recalls so I couldn't see them telling you it's not covered by the recall if it wasn't. That would be money they'd be losing.
