03 Chevy Tahoe( heating/ac system question?

Ok well its a 02/03 Chevy Tahoe and Ive noticed that when I put the power on "0" it still blows air hot or cold (depending on which the thing is on. So im wondering how to turn it off so nothing blows out.
thats part of the thing theres no "off" theres just 0 and it still blows.
its what you call small but when its on heater it gets hot and same as cold but thank you
