How do I fix the emergency brake on my 2000 Chevy Cavalier?

I can't afford to have the mechanic do it, is there a way to do it myself? It doesn't hold at all.
The suggestion about backing up the car DOES NOT work with a cavalier...

Their should be some tensioners in it that you can adjust. On my 99 silverado I would push the ebrake down and back up slowly, you could hear clicking and then they tightened up and held..ok my truck had rear discs and it is my understanding that this will work on a z34 cavalier but not a regular one with the rear drums
