My 1999 Chevy malibu brake peddle goes to floor.I replaced the pads and rotors...

...and have to pump to stop? Not sure if the master is bad or the vac.booster is bad the cars stops but the peddle doesn't feel right.

sounds like master cylinder and low on fluid. you could also have air in the lines.
