2002 Chevy Trailblazer heat a/c fan only works on high?

The heat a/c fan in my 2002 Chevy Trailblazer will only blow when the fan speed is set to 5. Speeds 1-4 don't blow anything out at all. Is this a problem with the climate control unit or with the fan motor itself?

The fan motor is working fine. May be a fuse or a relay
