...Chevy Cobalt? I didn't know that they even made cars without automatic windows, or automatic lock... but they do, so if anyone has a guess-timate on how much it would cost to get them installed... that'd be great.

This would be expensive. Unless the wires are butchered the wiring harness would have to be replaced. Very few vehicles installed wires that were not going to be used. It could be chopped in and jerry rigged.

well seeing that the car is setup for power windows and locks Cheap way would to find a smash 07 cobalt and have a a REALLY good tech install the parts to make it Power window and locks.

Imo too much trouble and it would be cheaper to buy one with pw and locks ...

The wiring plug in's should already be there behind the kick panels in the car, its a matter of the door lock modules ,power window motors and mechanism and in door harnesses switches and inside door panels and adding the fuse blocks accordingly .
The locating points are all there ,the fuse locations may be there too that I can't be certain of.But the master harness in a cobalt is the same as another.It's the accessories that change the parts used of the harness.
