i never knew chevy made a 5.9 liter. least not gas motor, and a diesel better not have a spark....
however, i know of no factory installed kill switches on any chevy.
possibly if its been in an accident, some vehicles do shut off the fuel pump to reduce fire risk after air bags go off.
1st thing i would look at, electrical box where the relays are. find the fuel and ignition relays and check for 12 volts positive in two of the contacts for each relay with the key on. 1 should be a low resitance path to ground, and the last should be path through ground after supplying power to the pump or ignition and have higher resistance.
also swap relays around. most cars anymore tend to have only 2 or 3 different relays for the 10 or more things that use relays. so you have identical ones to swap and try.

There is not a cut of relay for fuel/spark however GM will shut the circuit down if you have no or low oil presure. If the vehicle has TBI check to see if by connecting a test light between the two connectors that clip on top of the injector.Take one connectore off and connect the clamp end of the test light with a small screw to one lead of the connector and the pointed end into the other while the engine is crankin over. The test light should pulsate. If it does look at the fuel system itself. Before doing this please check all the fuses as a blown fuse can do this too!
