1994 chevrolet cavalier won't start?

It turns over but won't start. It acts like it's going to start but just won't make it. I have replaced the ignition coil packs but wasn't that. Need advice on what it could be and how I can test these parts to diagnose the problem?

Try spraying in some starting fluid if this starts and does not continue to run, then suspect the fuel system. [filter and pump]
Recheck to see if the coils are firing.
Cavaliers will not 'fire' if the oil pressure is too low. Check oil level.
