How do you open a broken hood release on a 1994 Chevrolet cavalier?

Basically, whenever I pull the hood release, the hood doesn't pop at all. Is there another way I can get into it?
I tried pulling at the cable behind the handle. All i keep getting is this weird pumping noise whenever I pull it.

You've probably broken the linkage. See if you can grab the cable behind the handle and pull it. You may need some vise grip pliers to do it. You can also try banging on the hood near the lever in front to see if you can get it loose. Once you get it open spray both ends of the cable linkage with some spray lube, like wd40.
