I have a '99 Cavalier with over 125,000 miles on the original engine. My problem right now is with the air conditioner. When I turn on the A/C to high blast while my car is parked to get it warmed up, my RPM kicks up from 800 to 1300 RPM from time to time. Is it because my air compressor or fan clutch needs replacement?

When you turn on the A/C your engine control module sends a signal to the throttle body to speed up the motor a bit. This is to compensate for the extra drag created by the compressor and to keep your motor from stalling.
The engine should be running at about 1000-1100 RPM with the A/C on but 1300 RPM will not harm anything. It's fine.
I have a 1999 Sunfire. Basically identical to your car.

ya it is requiring more power to run the ac but it should not be that big of a boost in rpm so most likely your compressor is shot or it also could be the clutch system to the ac it is like russian rullet on that on i would replace both to be safe

It's happening because the compressor is kicking in and requiring more power from your engine so it has to spin a bit faster. Normal.
