2000 Chevy Malibu - Surging and loss of power?

My 2000 Chevy Malibu has been having some power issues it seems. Battery is testing good, as well as alternator. Brand new battery cable to starter, etc and it still does it. Often times when you come to a stop, the fan for the heating and air slows down and the RPMs drop. Other times it surges when you are at a stop light and about dies.

There are no computer errors or lights on.

could be your timing is a little off, have you looked at things like spark plugs. maybe try adding some fuel injection cleaner. have you checked the regulator?
